Every few decades an industry arrives that decides which regions of the country grow and which ones get left behind. Steel did it. The auto industry did it. Software did it, and Minnesota mostly watched it happen somewhere else. Artificial intelligence is that industry right now, and I'm not willing to watch this one go by too.

Here's my position, and it has two halves that only work together: Minnesota should become the place the world comes to build AI — and the thing that draws them here should be that we build it right.

The opportunity is real, and it's ours to lose

Start with the assets. The University of Minnesota is one of the largest research universities in the country, with serious depth in computer science, statistics, medicine, and agriculture — three of the fields where AI is going to matter most. Around it sits something almost no other state has: a distributed network of state colleges and universities reaching into every corner of Minnesota, from Bemidji to Winona to Moorhead. That's not just a research engine. It's a pipeline for talent that doesn't require every AI job to be in one downtown.

Now look at the model. Austin didn't become a technology capital by accident. It happened because a great public university, deliberate state investment, and a decision to court the industry aggressively turned a college town into a place companies chose to build. Texas didn't wait for the industry to show up. It went and got it. Minnesota can do the same for the North — and we have something Austin didn't, which brings me to the second half.

The thing the industry can't supply itself: trust

Here's what most people miss about AI. The problem isn't only that it's powerful. It's that the people building it, by their own admission, don't fully control it. Two illustrations, one whimsical and one very much not.

The whimsical one is a thought experiment philosophers call the paperclip maximizer: tell a sufficiently capable AI to make paperclips and give it no other values, and in principle it pursues that goal past every boundary a human would have assumed was obvious — because nobody coded the obvious in. It's a cartoon, but the point underneath it is dead serious: an AI does exactly what it was built to value, and if ethics isn't in the code, it isn't anywhere.

The not-whimsical one is happening now. The open-model ecosystem — the shared hubs where AI models are published and downloaded by the millions — has already seen real security incidents: models carrying hidden malicious code, credentials exposed, the supply chain of AI itself compromised. When the raw material of the industry can be poisoned at the source, "move fast" stops being a virtue and becomes a liability.

Put those together and you see the market gap. Every company, every hospital, every government that wants to use AI is desperate for one thing the industry can't manufacture on its own: confidence that the system is safe, honest, and built with human values coded in. That confidence is worth billions, and right now nobody owns it. Minnesota should.

The plan: build the ethical-AI capital of the North

Fund it like we mean it. A state investment in AI research and development anchored at the University of Minnesota, with explicit priority for alignment, safety, and ethics — the discipline of making sure a system's values are the ones we actually intended. This is where the frontier research is thinnest and the demand is highest.

Use the whole network. Push AI training, certification, and applied programs out through the Minnesota State colleges, so a welder in Hibbing and a nurse in Marshall can learn to work with these tools — and so the talent pipeline runs through the whole state, not one zip code.

Set the standard, then sell it. Minnesota writes a clear, workable ethical-AI standard — transparency, safety testing, human accountability, ethics coded in rather than bolted on — and then makes "built in Minnesota to the Minnesota standard" a mark that buyers trust. That's how you turn regulation from a brake into a magnet.

Court the industry deliberately. Sites, incentives, partnerships, and a governor and attorney general who pick up the phone. Austin didn't get Dell and the rest by waiting politely.

Get people involved. Public forums, citizen panels, and real input into the standard — because an AI ethic written only by engineers and lobbyists won't be one Minnesotans trust.

The honest concession

To the skeptics of industrial policy: yes, states have wasted money chasing industries, and a "Minnesota AI fund" could become a slush fund — which is why the investment has to run through the university's research merit and be measured in results, not ribbon-cuttings. To the AI enthusiasts: an ethical standard is a constraint, and some companies will go somewhere looser; the bet is that the buyers — hospitals, banks, governments — will pay for trust, and I think that bet is right. And to everyone: this is a decade-long project. Anyone promising an AI boom by next session is selling something.

What I'd actually do

Fund a Minnesota AI research and alignment initiative anchored at the University of Minnesota.

Extend AI training and certification through the Minnesota State network statewide.

Enact a clear ethical-AI standard and market it as the Minnesota mark of trust.

Recruit the industry the way Austin did — deliberately, with a university at the center.

Make the public a partner in writing the rules.

The next great industry is deciding where to live. Minnesota has the university, the network, and the values to be the place it comes to build it right. Austin did it for the South. Let's do it for the North.
