  What I searched, what I found, and what I could not establish. Scripts built the data; I read the records; the arithmetic is mine. The 502 organizations were matched by name and tax ID against the federal SAM exclusion list, a mirror of DHS's excluded-provider list, the HHS-OIG exclusion list, U.S. Attorney releases, 928 Attorney General releases, 487 Hennepin County Attorney releases and 93 Legislative Auditor reports. Each screen caught its known case (Feeding Our Future, an excluded autism provider, a Hennepin charge) except the HHS-OIG list, which carries no business entry for any of the known cases and so tells you nothing, and Ramsey County, whose 2025 archive returned an error. The U.S. Attorney screen covers only releases whose titles name a Minnesota place, program or one of the organizations. The cross-match of 71 charged or sued entities against the 1,122 named lines found its two planted test entries and nothing else. The federal court search did turn up one private False Claims Act suit naming two named grantees, the Science Museum of Minnesota and Minnesota Public Radio, among its defendants (D. Minn. No. 0:23-cv-03216); the United States declined to intervene in August 2024, the relator herself moved to drop both before the case ended (the court dismissed Minnesota Public Radio on April 22, 2025 and the Science Museum on May 16, 2025), and the case was dismissed in July 2025. That's a private party's allegation, not a charge, and the complaint isn't in the free copy of the docket I searched. I searched the Legislative Auditor's reports, the Legislative Reference Library and the web for the MnFIRE outside audit's findings and found only the procurement record of the contract.   What I searched, what I found, and what I could not establish. I could not find a criminal charge against Refocus Recovery, Kyros or Daniel Larson. A web search limited to justice.gov for Kyros and Refocus Recovery returned no Justice Department page, while the same search for Feeding Our Future returned Justice Department releases. The Hennepin County Attorney's site search returned "No results" for Kyros and also for the control searches "Feeding Our Future" and "charged", and a web search limited to that domain returned nothing for target or control, so that search wasn't working and tells you nothing either way. The complaint is the document this piece relies on, and it names no charge. The Attorney General's press-release list for 2023 through 2026 (the yearly script files its news page loads, read October 9, 2026) names Refocus, Kyros or Larson only in the October 1, 2026 civil-suit release. The same list carries the September 29, 2026 Medicaid Fraud Control Unit release, so the search reads it. That list holds titles and summaries, not each release's full text. The office's investigations are reported only through KARE 11's unnamed sources, in its February 14 and May 1, 2024 stories, and this piece attributes them that way. For other coverage of the rule, a web search limited to MPR News and to the Minnesota Reformer returned no story on Kyros or Refocus at all, while the same searches for Feeding Our Future returned stories from each outlet.   What I searched, what I found, and what I could not establish. I could not find any public answer from the Attorney General's Office to CNN's questions, in CNN's reporting or on the office's news page. I searched the Star Tribune, MPR News, the Minnesota Reformer, Sahan Journal, MinnPost and Axios Twin Cities for any coverage of Ellison and the Attorney General Alliance or the South Africa trip, in 2025 or this month, and found none. Each search was checked with a query I knew would hit on the same outlet, Ellison and Feeding Our Future or Ellison and Schutz, and those returned stories, so the outlets were searchable; Sahan Journal and MinnPost were also searched through their own site search, and the Minnesota Reformer's own site search could not be run, so it was searched through a general search engine only. That is a search result, and a story I missed would change it. Ellison's statement of economic interest was read on the Board's site on October 8, 2026, at cfb.mn.gov/reports-and-data/officials-financial-disclosure/official/6528. The page shows the statement as last updated January 26, 2026 (the Board's listing shows a report filed June 8, 2026, registration number 6528) and lists his sources of income, a business, Keith Ellison LLC, and "None reported" for honoraria, for compensation from a lobbyist, lobbyist principal or interested person for services as an independent contractor or consultant, for securities, for real property, for government agency interests and for pari-mutuel interests. The public page shows one statement, the current one, with no link to earlier years, so I could not read what he reported for 2023, the year of the South Africa trip. The House Clerk's gift-travel database returned no filings under Ellison's name, but the whole database, about 9,600 filings, holds only three from 2018 and none earlier. Ellison left the House on January 3, 2019, so it does not reach his years in Congress, and I draw no conclusion from it.   Every conciliation filing count in this article is computed by me from the Minnesota Judicial Branch's own published extract; no disposition, default-judgment, self-representation, fee-waiver or judgment-docketing figure appears anywhere above, because the Judicial Branch does not publish one for conciliation court and I did not estimate one. The clearance-rate figures are for the Minor Civil case group, which contains conciliation along with three other categories, and are reported as such. No current law library fee amount was retrieved from the State Register for any county; the dollar figures in the fee section are the Judicial Branch's own published county totals, read from Internet Archive captures for twelve of eighty-seven counties, and no statewide total filing cost is asserted. No subscription price for the conciliation bulk extract is stated, because the fee schedule was not retrieved. Laws 2024, ch. 123, art. 15, § 6 carries no effective-date clause of its own; the act (H.F. 5216) is titled in part "appropriating money for judiciary, public safety, and corrections", which puts it under the second paragraph of § 645.02 rather than the first, so the default date is the July 1 following final enactment. The article does not state that date and draws no causal conclusion from the 2024 increase in filings. The original enactment date of the $4,000 consumer-credit limit and the $2,500 certified-mail threshold was not traced past the 2010 statutes as reproduced in the 2012 act. Minn.   This piece ran long — past the house 1,100–1,400 word norm — because the statutory reading, the statewide table, the within-city test, and the two controls on it are each load-bearing and none could be cut without leaving a claim unsupported. No income figure appears anywhere: the Census ACS API requires a key this project does not have, verified from the response header, with the Census geocoder run as a control to confirm the failure was the key and not the network. The Department of Administration's ALPR page could not be enumerated — it redirects automated requests to a CAPTCHA validator — so no claim is made about whether biennial audit results are posted there; the claim made is that § 13.824, subd. 6 does not require them to be. The count of 747 is a count of published location lines, not of devices: the list's parenthetical numbers function as device counts in some agencies' entries and as device labels in others, so a device total cannot be derived from it. Direction of travel appears on 229 of 747 lines, so duplicate-looking entries cannot reliably be separated from paired opposite-direction cameras. No installation or removal dates exist on the list and it carries no publication or revision date, so currency is unknown. The within-city analysis rests on 28 readers in one city and does not generalize to the state. Reported crime is not a neutral measurement of crime, and controlling for it moves the question upstream rather than settling it. HF 4661's authorship and committee history were not verified.   No case construing § 550.37, subd. 4a(e) was found, and no conclusion about the effect of the withdrawn April 27, 2026 notice on any transaction is asserted. Searches run against CourtListener's opinions index on 2026-09-11: the subdivision's operative phrase, "last publication of the commissioner announcing the then current dollar amounts", unrestricted by court -> 0 results; `"550.37" "last publication of the commissioner"` -> 0; `"550.37" "subdivision 4a"` -> 4 results, none of them on paragraph (e). Control on the same index in the same session: `"550.37"` restricted to the Minnesota Supreme Court and Court of Appeals -> 39 results, so the zero is an absence rather than a broken query. CourtListener holds no Minnesota district court, so a trial-level ruling would not appear. The May 6, 2026 website notice could not be retrieved — mn.gov serves a bot-detection interstitial to automated requests — so its contents are described only as the corrected notice describes them. All ownership shares and asset values are national Survey of Consumer Finances figures, not Minnesota figures; the American Community Survey tables that would give Minnesota home values and vehicle availability now require an API key this site does not have, and the Minnesota homeownership rate is the only state-level ownership figure here. The survey's vehicles category aggregates all vehicles a family owns and includes motorcycles, boats, campers and motor homes, while § 550.37, subd. 12a protects one motor vehicle, so the cap-to-value ratios for vehicles are floors rather than point estimates; both the vehicle and residence figures are gross values rather than equity. Minnesota publishes no data on how often each exemption is claimed, how often a vehicle is taken over the cap, or how often a creditor asserts an amount the statute does not allow, and none is asserted here.   This ran long — about 3,200 words against the house norm of 1,100 to 1,400 — because the innocent explanation took four paragraphs of data to test and the complications took four more, and cutting either would have made the piece read stronger than the evidence is. What I could not verify: whether any Minnesota area has ever been designated a hardship area under § 144A.071, subd. 3, or how many beds have actually been approved under it, because the State Register and mn.gov are not reachable with the tools used here; whether the subd. 4 annual assessment or the § 144A.351 compilation are currently published anywhere — the Legislative Reference Library's mandated-reports search returned 404 at every URL tried, and I make no claim that these documents do not exist; and the Minnesota Department of Health's own licensed-bed file, which I could not obtain directly and used only through the June 2026 PDF. Limits of what is above: a CMS program-termination code records the end of a Medicare and Medicaid certification, which is not always the closing of a building, and the iQIES file retains only four Minnesota nursing home termination records dated before 2012, so it cannot be read as a closure census before then; its 2025 and 2026 counts (one each) may reflect reporting lag rather than a slowdown. Certified beds are not staffed beds, and § 144A.071, subd. 4b layaway means licensed beds are not available beds either. The hardship calculation above is a simplified version of the statutory test — unweighted, not broken into five-year age groups or weighted by nursing home utilization — and is not the commissioner's determination. The seven-county metro is used as the metro definition throughout; CMS's own urban/rural indicator disagreed with it on several counties and was not used. MDH's June 2026 table reports some ratio columns as integers and others to two decimals, and its statewide ratio row appears to be an average of county ratios rather than a state total, so no statewide ratio was taken from it. The article and section numbers for the 2026 amendments to § 144A.161 come from the Revisor's own notice on that statute's page; my text extraction of the 2026 Table 2 misaligned its chapter, article and section columns, so Table 2 was relied on only for the absence of any § 144A.071 or § 144A.351 entry, which is a whole-document search and does not depend on column order. I obtained no per-building compensatory revenue figure for any Minnesota building in any year, and make no building-level claim. I did not retrieve the fiscal 2026 or fiscal 2027 formula allowance amounts the commissioner publishes under § 126C.10, subd. 2(d), and do not state them. EDFacts district-level reading files for school years 2018–19 through 2024–25 were not available at the path that served 2014–15 through 2017–18 and 2020–21, so the most recent joinable year in this article is 2017–18 and the relationships described may have changed since; ED Data Express returned a JavaScript challenge to automated requests and was not used. Summing the Census individual-unit file by hand does not reproduce the Bureau's own published statewide per-pupil figure: my summation of the fiscal 2023 unit file yields $16,891 in current spending per pupil for Minnesota against the $16,117 the Bureau publishes in Table 8 of the same release. Every district-level per-pupil number in this article is therefore computed on the unit file's own enrollment denominator and should not be added up to a state total; the only statewide figures stated are the Bureau's own published ones. Revenue figures include capital and debt-service revenue, which is driven by local construction decisions rather than the general education formula, and current spending excludes it; both measures are reported separately above for that reason. Economically disadvantaged share of tested students is a crude proxy for need and does not capture student mobility, teacher experience, program mix, or regional cost differences, and nothing in this article identifies a causal effect of money on reading in either direction. Minnesota's 2026 assessment results had not been released as of publication. Where the federal file reports no count for a subgroup — 60 districts for English learners, 47 for homeless students — I treated that subgroup's share as zero rather than dropping the district, so that all four need measures run on the same 273 districts. On complete cases only (190 districts) the four need measures explain 74.3 percent, revenue still adds about a tenth of a point, and the revenue coefficient is positive rather than negative. The sign of a coefficient that small is not a finding either way; that it is that small is.   Four things I could not establish. First, whether 15 U.S.C. § 6851's civil action reaches a fabricated image, given that it defines "depicted individual" as one "whose body appears in whole or in part" in the depiction: my CourtListener searches pairing "6851" with "digital forgery" and with "deepfake" both returned zero, but so did the control pairing "6851" with "intimate visual depiction" in the same opinions index — the control failed, so the zero proves nothing and I draw no conclusion from it. Second, I could not run a full-text keyword search of the 2026 session laws; the Revisor's session-law search returns a script-driven page that curl cannot read, so the no-amendment finding rests on the three Table 2 PDFs, the section's version list, and the absence of an amendment banner. Third, mncourts.gov returned HTTP 403 to every request, so I could not check whether the Judicial Branch's published statistical reports break civil filings out any further than MCRO's search fields do; if such a report exists, the fourth fix above is already partly satisfied and I would want to correct this. Fourth, I have no count of § 604.32 filings, demand letters, or settlements, and no way to get one — which is the finding, not a gap in the research. None of the hits is a fraud provision: § 84.0854 authorizes the DNR to sell gift cards, § 345.39 excludes gift cards from unclaimed property, and the rest are tax, gambling, and program-incentive references. Third, the reporter citation for* State v. Christensen *(901 N.W.2d 648) has been confirmed against the Caselaw Access Project's structured reporter data — 901 N.W.2d 648, pages 648 to 657, decided August 7, 2017, Nos. A16-1029 and A16-1372 — not merely against CourtListener metadata.
