The argument over Minnesota's clean-energy law usually runs at two volumes: "the mandate will freeze us in the dark" and "reliability worries are just fossil-fuel propaganda." Both are louder than they are accurate. Let me turn the volume down and read the actual statute, because it settles more of this fight than either side admits.

The off-ramp nobody mentions

Minnesota's 2040 law (Minn. Stat. § 216B.1691) does require electric utilities to reach 100 percent carbon-free electricity by 2040 — with an 80-percent milestone by 2030 for the big utilities. That part everyone knows.

Here's the part that almost never makes the debate. The very same statute, in subdivision 2b, says the Public Utilities Commission "shall modify or delay" the standard when doing so is in the public interest — and it specifically directs the commission to weigh "the reliability of the electric system," rate impacts, transmission constraints, and technical feasibility. That's not a loophole someone has to sue for. It's a mandatory, built-in reliability off-ramp, written into the law by the same legislature that set the deadline.

So the honest framing of the 2040 law is: it's an ambitious target with a legal safety valve for exactly the scenario the critics fear. If keeping the lights on genuinely requires slowing down, the law already tells the PUC it shall slow down. Anyone arguing the mandate forces blackouts is arguing against a provision the statute doesn't contain.

Where Minnesota actually is

The starting point is better than either side lets on. From federal Energy Information Administration data for 2024: Minnesota's electricity was about 51 percent carbon-free — nuclear at 20 percent, wind at 25, solar at about 4, plus hydro — against natural gas at 27 percent and coal at 19.5. (You'll hear "54 percent" too; the difference is a measurement basis, and I'll use the exact 50.8 percent from the generation data rather than round up.) Minnesota is already halfway to carbon-free, which means the debate is about the second half, not a standing start.

The two real challenges — and they're not the deadline

Set aside the slogan fight and the actual engineering problems come into focus. There are two, and they're serious.

Transmission. The clean grid doesn't work without wires to move wind and solar from where it's generated to where it's used. The regional grid operator, MISO, has approved a first tranche of transmission worth $10.3 billion and is planning more — a combined buildout well over $30 billion. And the queue of new generation waiting to connect is enormous and slow: tens of gigawatts of signed projects stuck waiting, while new generation is only being added at a couple gigawatts a year. The bottleneck to a reliable clean grid isn't a lack of wind projects. It's the wires and the interconnection process. That's the fight that actually matters, and it's mostly a permitting-and-planning problem, not an ideological one.

The coldest night. This is the legitimate core of the reliability concern, and I won't wave it off. MISO rates the region at elevated reliability risk — it originally flagged "high risk" and revised it down, so honest people can cite it either way. Coal plants are retiring; the reserve cushion is shrinking. And winter is Minnesota's hard problem: on the coldest mornings, solar produces almost nothing, wind can go still, and natural-gas plants can lose their fuel to home heating — the exact squeeze that nearly broke the grid in Winter Storm Uri in 2021 and Winter Storm Elliott in 2022. A carbon-free grid has to answer the question of what runs at 5 a.m. on a windless January morning when it's 25 below. That's not propaganda; it's physics, and it deserves a real answer.

What works — and some of it is being built here

The good news is that the answers exist and Minnesota is deploying them.

Long-duration storage is the missing piece for the windless cold snap, and one of the most promising versions is being built in Minnesota: an iron-air battery in Becker designed to discharge for up to 100 hours — far longer than the lithium batteries that only cover a few hours. Transmission and interconnection reform unlocks the projects already waiting in line. Demand response — paying large users to cut back when the grid is tight — already provides several gigawatts of flexibility. And keeping some dispatchable capacity available through the transition, with the statutory off-ramp as the backstop, bridges the gap until storage and transmission catch up.

What we can do

Tell the truth about the off-ramp. The 2040 law already requires the PUC to protect reliability. Politicians on both sides should stop pretending it doesn't — one side to scare voters, the other to avoid admitting the mandate has conditions. The statute is the statute.

Treat transmission as the emergency it is. The single biggest obstacle to a reliable clean grid is wires and interconnection, and both are permitting and planning problems Minnesota can move on. Speeding transmission and reforming the interconnection queue does more for both reliability and clean energy than any argument about the deadline.

Solve the coldest night on purpose. Fund and build long-duration storage like the Becker battery, keep enough dispatchable capacity through the transition, and be honest that some gas capacity may run into the 2030s as insurance. That's not a betrayal of the 2040 goal; it's how you reach it without gambling on a January morning.

And let the data-center load pay its own way. As the energy article in this series documented, massive new data-center demand is arriving. The 2025 law requires those very large users to pay their own costs — enforce it, so the clean-energy transition isn't slowed or subsidized by load that can afford to pay for its own reliability.

The fight worth having isn't about the deadline — it's about the wires and the coldest night. Have that fight honestly, and the lights stay on.
