I have heard Minnesotans call the University of Minnesota the largest research university in the country. I have been in rooms where nobody corrected it, including me.
It is wrong. It is also easy to check, which means the day someone builds a serious economic argument on top of it, a stranger with a spreadsheet takes the whole argument apart in an afternoon. I would rather do that myself, now, than watch it happen to a plan I care about.
So here is the real number, pulled off the federal data table instead of a press release. The University of Minnesota Twin Cities spent $1,409,710,000 on research and development in fiscal year 2024.
Twenty-first is not a consolation prize
That is twenty-first in the country, among the 681 universities that receive the long form of the National Science Foundation's annual survey of academic research spending. Among public universities alone it is twelfth — eleventh if you set aside Pittsburgh, whose public status is a genuinely gray case. Johns Hopkins, first on the list, spent $4.1 billion, nearly three times as much.
It is not the largest by headcount either. Twin Cities enrolled 57,879 students last fall. The University of Central Florida, by itself, enrolled 70,674.
Now the part that survives the correction. Twenty-one public universities in the United States spend more than a billion dollars a year on research. Minnesota owns one of them. That is not a brochure line, it is a fact about capacity — laboratories, faculty, graduate students, computing, and a grant apparatus that no state can stand up inside a budget cycle. Minnesotans already bought it. It is the largest piece of research infrastructure the state has any claim on, and almost none of it is currently aimed at the one question the AI industry cannot answer for itself: how do you prove a system does what its seller says it does?
The half of the hand nobody counts
Every state with a flagship has a flagship. Fewer have the second thing.
Minnesota State describes itself as "the third largest system of state colleges and universities in the United States and the largest in the state with 26 colleges, 7 universities, and 54 campuses," serving "more than 290,000 students each year." The third-largest ranking is Minnesota State's claim about itself; I have not checked it against an independent national count and I will not repeat it as though I had. The campus count and the student count carry the argument anyway.
Fifty-four campuses. The statute that designates them, chapter 136F, names colleges at Ely, Hibbing, Thief River Falls, Canby, Pipestone, Worthington, Fergus Falls, and three dozen more towns, and state universities at Bemidji, Mankato, Marshall, Moorhead, St. Cloud, and Winona.
Here is why that matters more than it sounds. Most of the work of proving an AI system behaves is not frontier research. It is technician work — running the evaluation suite, maintaining the test data, documenting where a model file came from, checking a signature against a hash, and writing the finding up in a form that survives someone attacking it. That is a two-year credential and a career, not a dissertation. It is also work that does not have to happen downtown. It needs a classroom, a lab bench, and a network connection. It does not need a substation.
Research depth in one place. A delivery network in every place. Almost no other state has both, and Minnesota has never once used them as one instrument.
Two bosses, and the split is an asset
The two systems do not answer to the same authority, and that is usually filed under problems.
Minnesota State exists because the Legislature said so. Chapter 136F is ordinary statute, and an ordinary bill can restructure it.
The University is different, and the difference is one sentence in the Minnesota Constitution. Article XIII, section 3 reads, in full: "All the rights, immunities, franchises and endowments heretofore granted or conferred upon the University of Minnesota are perpetuated unto the university."
That sentence is the entire text. What sits on top of it — the long-settled understanding that the Legislature can direct Minnesota State by statute but can only fund, incentivize, and contract with the University rather than command it — comes from a body of court decisions I did not read for this piece and will not characterize here. The constitutional sentence is the part I am certain of, and it carries the point.
For building a discipline, the split is a feature. You want the research half insulated from whichever committee chair is irritated this session, because that is how you get findings still credible in ten years. You want the teaching half directable, because a credential has to be designed on purpose and delivered on a schedule. Minnesota has both halves. What it has never had is anyone treating them as parts of the same machine.
The base is real. The trend is not.
The strongest case against all of this is that Minnesota is already fine — the patents, the medical device industry, the research university. Why manufacture an urgency?
The Minnesota Chamber of Commerce answers that in both directions, in one report, and the Chamber is a business advocacy group with no reason to help my argument. Its 2026 Business Benchmarks Report says Minnesota "produces the 5th-highest number of patents per capita in the nation." The same report says: "Patent activity has dropped since 2014, ranking Minnesota 47th in patent growth over the last decade. Research and Development (R&D) output ranks 16th nationally, but R&D growth slipped to 45th in R&D between 2016 and 2021."
Fifth in level, forty-seventh in rate. Sixteenth in level, forty-fifth in rate.
The federal data says the same thing about the University, and I ran this arithmetic myself so you can check it. Sort that same NSF table by fiscal 2010 and the Twin Cities campus ranks thirteenth. Sort it by fiscal 2024 and it ranks twenty-first. Its research spending grew about 79 percent across those fourteen years while academic research nationally grew about 92 percent. The University did not shrink. It grew slower than the field, and it slid eight places doing it.
The hardest number for my own proposal is in the Chamber's report too. Minnesota "ranks 49th in high schools offering computer science and 44th in college graduates earning STEM degrees." Forty-ninth. A state that wants to certify AI systems is next to last at teaching high school students the subject the certifiers would have to know. That is not a footnote to the plan. It is the first thing the plan has to fix, and it is slower and less satisfying than anything else on the list.
What we can do
Point research money at verification, and route it through research merit. A state appropriation for AI alignment and verification research at the University, awarded on peer-reviewed merit rather than named in a bill. The state cannot command the University. It can fund a problem and let the University compete for it.
Build the two-year credential inside Minnesota State, and put it on campuses. An AI assurance certificate — evaluation, provenance, documentation, audit practice — taught in Bemidji and Worthington and Thief River Falls, not only streamed out of St. Paul. Fifty-four campuses is a distribution network. Use it as one.
Fix the on-ramp. Computer science in every Minnesota high school that will take it. Forty-ninth is the number that makes everything above it impossible.
Write the standard the two systems can teach and test against. A credential is worth exactly what it certifies. Minnesota needs something specific enough for a college to teach and a hospital, bank, or school district to demand.
Publish what gets funded and what it produced, every year. The University publishes, the Legislature reads it, and so does everyone else. A program nobody can audit stops being about research.
Minnesotans have already paid for a billion-dollar research university and fifty-four college campuses in towns nobody else is bidding for. Nobody has to appropriate those. They are here, and they are currently pointed at nothing in particular.
You do not have to be the biggest to be the one people trust. You have to be the one who can prove it.

The University's research spending, its rank, and the count of billion-dollar public universities all come from one federal file, downloaded and parsed directly rather than read off a summary: the National Center for Science and Engineering Statistics' Higher Education Research and Development Survey for fiscal year 2024, Table 13, which ranks institutions by R&D spending back to fiscal 2010, and Table 5, which groups every institution by state and by public or private control. Table 13 puts the University of Minnesota Twin Cities at rank 21 with $1,409,710 thousand for fiscal 2024 and $786,074 thousand for fiscal 2010, Johns Hopkins at rank 1 with $4,129,264 thousand, and national totals of $61.3 billion in fiscal 2010 and $117.6 billion in fiscal 2024; those national totals are where the 79-percent and 92-percent growth figures come from. The table ranks 681 institutions — the standard-form survey population; the other 244 institutions surveyed each spend under $1 million and cannot affect a rank near the top. Sorting Table 13's own fiscal 2010 column produces the thirteenth-place figure. Applying Table 5's public-private classification to every institution above $1 billion in fiscal 2024 yields twenty-one public universities, with Minnesota twelfth among them; Table 5 classifies Pittsburgh as public, which is why the honest phrasing is eleventh or twelfth. Two things here are not independently verified and are labeled as such above. Minnesota State's "third largest system of state colleges and universities in the United States" is Minnesota State's characterization of itself, not a ranking I checked against an independent national source. And the practical consequence drawn from Article XIII, section 3 — that the Legislature may direct Minnesota State by ordinary statute but may only fund, incentivize, or contract with the University — rests on judicial interpretation of that clause that I did not verify for this piece; the constitutional text quoted above is verified verbatim, the doctrine built on it is not.
